ToT said they'll try keeping and following a lot of characters from Season 3 because they're a great tool to build the lore and he loves them, however not every single character will have a noticeable role, as there's around 20-25 characters total at the end of Season 3/start of Season 4.

So Season 4 will be more like a big 4 hour long movie (ToT said each episode will be 22 mins long), and won't be split by "standalone" episodes like in Season 1 and 2.
